The National Bill of Rights, which included the First Amendment freedoms of speech, press, religion, etc., was ratified by Congress on December 15, 1791. This painting shows James Madison, the author of the Bill of Rights, being congratulated by an admirer outside the print shop on Water Street in New York City after the first printed version was published by The Daily Advertiser.
